How does the education system in Belgium work?

The education system in Belgium is one of the most diverse in Europe and is characterized by a high level of decentralization. The country is divided into three linguistic communities: the Flemish (Dutch-speaking), the French, and the German-speaking community. Each of them is responsible for its own laws, curricula, assessment standards, and examinations. As a result, education in Belgium is tailored to the language and culture of each community, but this can also lead to differences in the quality of education between regions.

School is compulsory from the age of 6 until 18, although many children begin their education earlier—preschools are available from the age of 2.5 years. The Belgian model encourages early learning, which positively influences children’s language and social development. Most children attend preschools, which are free of charge and widely accessible.

Primary and secondary education

Primary school lasts six years and includes children aged 6 to 12. The curriculum focuses on developing reading, writing, and math skills, as well as basic knowledge of science and social studies. In the later years, students also begin to learn foreign languages—often the country’s second national language (for example, French in the Flemish region).

After completing primary education, students move on to secondary schools, which are divided into three cycles. The observation cycle (years 1–2), the orientation cycle (years 3–4), and the specialization cycle (years 5–6). During this time, students choose between different educational paths: general, technical, artistic, or vocational. Each of these leads to a different type of diploma, which can open the door to higher education or prepare students for a specific profession.

Higher education

The higher education system in Belgium also varies between the different communities but is generally based on the Bologna structure. Comprising bachelor’s studies (3 years), master’s studies (1–2 years), and potentially doctoral studies. Belgian universities are highly regarded internationally. Many of them offer programs in English, which makes them accessible to foreign students.

In 2025, more than half of people aged 25–34 held a university degree, placing Belgium above the European average. There is also a growing number of people participating in non-formal courses and training, highlighting the increasing role of lifelong learning.

Challenges in Belgium’s education system

Despite the high quality of education, Belgium faces several key challenges. Regional disparities remain significant—students in Flanders consistently perform better than their peers in Wallonia. In addition, there is growing concern over early school leaving, especially among youth from immigrant families. Another challenge is ensuring access to education for children with disabilities, as well as adapting the system to the increasing number of multilingual students.
